Those sleeping Eevee plushes from Pokemon Center are about 22" and quite soft and snuggly, but I also have another 20" plush that I wouldn't call snuggly because of the material used and how detailed it is. If you want to commission an accurate Glaceon plush for instance, you'll probably need to go higher than 30" if you want to snuggle comfortably with it too.
