Gen 4 introduced a ton of cross gen evos, but none of them were available ingame till Platinum. The distribution was objectively bad.

Most people play the new games to use new Pokemon and for everyone who wasn't lucky enough to be at Valley Windworks on a Friday, Starly was their only option.
