They dropped the usual formula and travel to every region they want or bring back old characters more often now, so Marnie hasn't got the chance to appear
Now since the band travels everywhere, they have more incentive to pic OC characters instead of something like Gloria
Also if you think about it, the majority of female protags are ignored, only May, Dawn and Serena were ever picked used by the anime
