>>48381065I think Old Rod would be better around Cerulean, Old Rod at Pewter doesn't really lend itself much use since the only spots you're going to be fishing are Pallet Town, Viridian City and Route 22 and there aren't any fishing spots after that until Cerulean City, so it'd be kinda odd to give the player the Old Rod when they're not likely to use it for a good while.
I don't think it's a good idea to give the Good Rod before Rock Tunnel, that dungeon kinda serves as the gateway between early game Kanto's more limited pool of Pokemon and mid-game Kanto's very large pool of Pokemon, I'd put the Good Rod on Route 12 before the Snorlax since it's a logical location in-game for the item to be located and would be around the time the player also gets access to more options for other types as well.
As for the Super Rod, Fuchsia City certainly works, I would want to put it in Saffron City as a post-Silph Co. item since I think they went a bit light on what you can do after defeating Team Rocket compared to say what you can do once you beat Koga. Although Saffron City doesn't really make sense as a location since it's in the middle of the landmass. Alternatively down on Route 19 wouldn't be too bad, like on the beach, but yeah it'd have to be around Fuchsia to make sense and still give time for Good Rod to be effective. Anything like Cinnabar Island would be way too late for it and obviously defeats the purpose of getting the Super Rod when you clearly have a Pokemon that can Surf and is likely a mainstay of your team.
