I guess they wanted it to look like it was imitating a tree swaying in the wind. Real stick insects wobble around like that too.

I wouldn't say the games as a whole are low effort. I think they put too much effort into Sudowoodo's animation but it was ultimately unnecessary and made it look worse.

Dunno, a lot of the non unova dex mons just looked kinda janky or had a lot less effort put into them. Kind of like the non hoenn dex mons in R/S.
