Mega Charizard-X is dragon type. Sorry you didn't get the memo. But don't worry, we still have another 50 or so Charizard forms to go through before Gamefreak stops milking this generic dragon for nostalgia and at least half of those Charizard forms will be dragon type.

Because Dragon =/= Dragon type. Being a dragon type just means the Pokemon generates dragon energy. Charizard has access to a few dragon moves but it can't properly generate dragon energy on its own without a Mega. This also explains why things like Barneynite, Goodra, Garchomp, and punmons can have the type despite not actually being dragons.

This makes the most sense. They can create dragon energy but not as much as other Pokémon. Those who can create tons of dragon energy to the point that they are that type. While other can also create that energy just not to the same extent.
