Goodra needs rain for evo, learns Muddy Water, has to stay constantly hydrated and lives in sort of a swamp....but Goodra seriously does not strike me as a water elemental creature at all. Goodra doesn't look like it embodies water or that it is really aquatic or that it would have hydromancy powers. It incorporates water into its lifestyle but doesn't seem to capture the Water Type aesthetic to me.
Fairy could work but there's no real reason for it other than Goodra's friendliness. Bug actually could have worked if they played more on the snail traits, that would have sold Goodra as very strange and unorthodox like it's supposed to be. But without a significant design change, the best thing to me appears to be leaving it mono Dragon.
