There's a bit of genius to Flint's Steelix because it weakens water moves, and there's no risk to buffing the player's fire moves because DP lacks fire types. Same reason every Bronzong is strong as fuck in DP. Gamefreak should fuck over a type more often.

Steel is a new type, Steelix is a bulky fucker even among Steel types, and if I remember right the guide doesn’t say which types are effective against it. Sunny Day helps hint at one way to win.

I doubt that'll matter much, Steelix is a real fucking slow Pokemon so your Water-Type is probably faster than it meaning you'll get a full power Water-Type attack off before it uses Sunny Day for what is basically free. The only advantage is that for Flint it carries over several turns so if you keep that Water-Type out they'll do reduced damage against his Rapidash and Infernape.

Regarding Jasmine perhaps except she doesn't lead with Steelix so in that battle alone you should already be able to figure out Steelix's weaknesses from her Magnemites which have the same weaknesses to Fire, Fighting & Ground. There's also the issue that Magnemite turns up on Route 38 as a semi-regular encounter so you can reasonably learn Steel-Types weaknesses from battling those or catching one and using it for yourself.
