It had to be this. The sea routes and those who picked Totodile at the start. Being weak to Fire and Water it makes sense that they would try to reduce damage from one of them. With the aforementioned sea routes, they figured Water would be more the more prevalent type.

I don't think anyone would disagree that it should have had sandstorm instead if it is being used as the mon to introduce the weather mechanic. Getting rid of screech for dig would also have been better.

Flint makes more sense though. Not only does Sunny Day negate his water weakness, but other than Steelix his Pokémon aren't weak to fire so it can't straight up bite him in the ass. Plus his team directly benefits from it.
