That makes more sense than every mon being able to learn Protect and Substitute, which makes you wonder even harder what those are supposed to be.
But at any rate it was absolutely a mistake to make all three of these moves ubiquitous because it empowered stall. Toxic Protect Heal is one of the simplest and was one of the most effective strategies in the game, and you can run it on virtually any mon you desire with no rhyme or reason.
Had Toxic been limited to Poison and Grass types with the occasional outliers, the metagames would have looked very very different in terms of their development. Toxic out of so many moves has had an outsized impact and it's largely due to its ubiquitous distribution.
