He's part of the "masked kids"/Neo Team Rocket along with Karen, but at the end they form the Johto Elite Four with Nova and Bruno and show up later in the HGSS arc.
Also, he had a clown motif initially.

I found him interesting in that he was the only male trainer to have an all female team. Virtually all other trainers use pokemon of their own gender unless its one that is gender locked only.
