Challenge Mode does all of these

Short answer: yes
Long answer: no, but keep reading. You can change EVs/IVs with a girl in Fallarbor Town. The EVs cost 100 per EV and the IVs cost a Bottle Cap which are scattered around or can be won in Battle Tents. If that still sounds like too much work, there's a patch that removes EVs/IVs from the game, on top of some other convenient things like a guy in Oldale giving you infinite Rare Candies, a guy in Mauville who gives infinite bottle caps, and more

I really like Pokemon Emerald Rowe.

It's this for the most part, buts it's open world and has up to gen 8 pokemon. Plus the really new ones like the Slowpoke lines.

Been playing this, it's buggy as hell and is basically Radical Red but worse in every way, but Hoenn is infinitely superior to Kanto so i'm still enjoying it. The gyms could be more interesting.
The "rebalancing" of this hack is fucking dogshit though. Gee I sure missed permenant weather.

why does nearly every challenge hack do this? part of the reason I like playing through different games is the different selection of pokemon in each. I wish someone would make challenge hacks that don't totally alter the pokemon distribution

most of the extra-region variants are in new areas in new areas in incliment emerald, so it's not as bad
