Because Nintendo weren't about to burn ANY character from their biggest IP as DLC (something used by Sakurai to celebrate the wider gaming world, than to continue to suck off Nintendo IP's like with the base game), when historically they use those characters as hooks to get people to buy new titles (every new Smash entry has added at least one Pokémon fighter).
I've even been saying that since they announced Smash DLC but as usual, none you kiddy cunts listen to your elders, so we get people like you unironically claiming"hurr, pogeymans is shit so didn't get wun, durr" when you discount its worth meant it was never going to be used as a non-mandatory inclusion.

Both passes were likely decided on around 2018 when the game came out.

They were trying to get an underrepresented Nintendo IP or two in there and fulfill the consumers' desires by adding their most highly requested picks first and foremost. They went out with a bang by including Sora whose journey from KH to Smash was a loooong and tumultuous one.

I'm not sure if there were any more Pokemon left that needed or deserved to be advertised or shilled in Smash. One could argue for Cinderace's inclusion, but its niche would already have been saturated with Charizard and Incineroar by the time it arrived. However, I think that Incineroar was pushing it as is, and they should've stopped at Greninja.
