Its hard to tell since Johto, Sinnoh & Galar had 10 year old gym leaders. I think the manga made her 12 years old.

Misty on Masters looks older than Leaf but younger than Bea. According to concept art, Bea is in middle or high school.

Exactly, Misty was created with a high school swim club captain in mind, but the character had to be adapted to Ash's age for her anime version, this has been repeated with other characters such as Mallow, Kiawe, and Korrina.

But it is due to the popularity of the anime that the character was readapted into the games starting with Pokemon Yellow. This is most evident in the first manga and official arts of Japan.

These 4koma are from Pokémon 4Koma Gag Battle, released in October 28, 1996 (anime is from April 1997)

PR belongs to Pocket Monsters the first official manga from April 1996

In spite of everything I prefer her anime adaptation, since it would have been very boring to see Ash with two teenagers acting as babysitters, instead their "dysfunctional couple/siblings rivalry/wtr" dynamics were quite funny.

These are just different outfits from this game's point of view, they're not younger versions of the characters like in other gachas, and they had scrap the already non-sensical timeline to bring everyone over anyway
It's also way easier for them to shit out models like that
