Its why I enjoy playing the Johto games so much, the limited EXP means I have to be really smart with how I let my team level or I'm stuck with needing to grind.
TM "management" is completely different, you have one TM. One use and then you need to do a monumental grind to get a precious resource to get another, except to get this resource you need to spam the battle tower like fucking crazy, except your pool of usable Pokemon might be severely hampered because of said lack of TMs. Even this wouldn't be as bad if they kept the fucking Battle Frontier to give some variety to your BP grind, but they can't even give us that. The end result is an extremely tedious postgame grind that most people are likely just gonna quit before really getting into.
Level up movepools are so good by Gen 8, that your average ingame player isn't even going to be thinking about using TMs anyways, since just about every Pokemon can learn the strongest STAB their type knows by the 40s, and since the good TMs are generally out of the way, they aren't even gonna find Flamethrower or EQ most of the time.
It's not worth the trouble to grind for another TM, it's not fun to grind for another TM. The idiot children who burn their good TMs on shitmons aren't going to be affected by this because they're not going to be playing enough for their bad decision to bite them in the ass, this literally only negatively affects the people who play this game past the main story, aka the people that needed reusable TMs the most.
