Kanto is actually the most bland region once you take off the nostalgia glasses. Ironically, that's what makes it the best game to introduce someone to Pokemon even 25 years later.

Kanto at least has the benefit of being the very first region that they designed on the game boy. Sinnoh was on the DS and was their 4th go at it and it's still so boring.

That's not really true, there are Pokemon characters with actually big tits: ORAS Glacia, Ariana, Melony, Clair off the top of my head
Artists just like giving all female characters massive hooters regardless of canon size (see also: Lusamine, Cynthia, etc.)

It's all relative anon. Clair, Melony, Glacia, Wicke, etc would all have gigantic mega tits, and May/Rosa/etc would have really big tits. But you also have to remember that those characters are old cakes and some are actual moms, May and Rosa are 12 years old and have big tits, imagine them at the age of those other characters.

I don't think any protag is bland in Pokemon but I also don't think any of the protags are too good designs also. Plat. Lucas also improves on D/P Lucas a lot.
