It was definitely a shift in the art direction, the game designs became more in line with the anime show art. Everything had a more finalized look to it.

Modern was redefined when the 3DS games released.

Ruby and Sapphire released between Nov 2002 - July 2003, nearly 20 years ago. If it's one or the other, a 2 decade old game is retro. If you have more than 3 braincells, it's part of an era different than Gen 1-2 Pokemania and different than 3DS onwards with their battle gimmicks. 3 is after the GameBoy fad but before any use of 3D.
