Think how difficult it is to learn effective wordless communication such as to make a point completely effectively (fainting the other person). Somehow you must communicate (over the internet, say) with timing and hidden use of language choices. Such that the communication is invisible and, that the point is effectively made.

Even RB didn't have retarded evolution levels because RB isn't retardedly linear like BW so you have access to like 95% of the game's dex after waking up Snorlax.

Yeah, but even still RB designed its pokemon like there wouldn't be a sequel (because how would they to know). So pokemon were designed as if the level you found them at would be the only thing that mattered-- a pokemon on Cinnabar caught at lower level than it "should" won't start learning moves until the mid to late 30s, and won't evolve until the 40s. Stuff like that. BW just takes it to an extreme you wouldn't expect.

BW's biggest issue is being so strictly linear it doesn't allow for anything regarding the levels.
If it was a tad more open and you could visit a few areas out of order they would evolve sooner.

You were meant to use Hydreigon throughout the postgame story, if you catch one. This game actually has a story that bleeds into the postgame, so they needed the victory road mons to be more options for players that reached that point.

Did you wipe at a later gym or Elite Four, and looking for a pokemon ready to go to patch up your team?
BW sent a clear "fuck you" with last minute team building. You were going to take just as long building up a pokemon to its final stage regardless if it had been found at the beginning or at the end of the playthrough.

Which sucks because this only made kind of sense within BW1. Imagine raising a Rufflet in a Gen 7 playthrough.

Lets compare the R/B experience with that

The 3 highest first-evolution pokemon in gen 1 are Ponyta, Omanyte and Kabuto, of which only Ponyta is found in the wild, all 3 at lv 40

Ponyta had a, while not stellar, at least reasonable stat spread of
50-85-55-65-(65)-90

You could use Ponyta, it was faster than the majority of pokemon, and had some power behind it's attacks

Now lets take a look at rufflet, which evolves at lv 54, a whole 14 levels after Ponyta
70-83-50-37-50-60

the difference here should be obvious

Just catch Braviary then if you're too lazy to evolve it. Same goes for the other big offenders, Volcarona, and Mandibuzz.
Not Hydreigon though I don't know why that evolves so late besides having the gimmick of being the longest pokemon evolution.

If garchomp is good in comp then two things are possible:
1) Everyone is shit at the game: very likely desu
2) Garchomp can either fit a lot of roles well or a few roles excellently

They didn't even need to think about how it would affect future games. Just lower the evolution levels, for games in which Deino appears earlier. Maybe make Deino evolve at lvl 35, then again at lvl 50

It can now, thanks to Pokemon home letting you backtrade once again. Pokemon XY will view an underleveled Hydreigon as an illegal Pokemon.

Yeah, the difference is night and day. With Eviolite, Rufflet is far tankier than Ponyta. With 2 less base attack bolstered by Hustle, it is able to deal damage on par with fully evolved Pokemon, and it is capable of taking hits from fully evolved Pokemon to boot. Hell, it's considered a pretty alright Pokemon in Little Cup even

I tried using Deino from the start in White 2 and even with lucky egg I am still unable to evolve him to Hydregion before fighting E4. And Deino and Zwelious are more physical based than special.
