Species strengths usually reflect the ease of acquisition and effort to raise. Legendary Pokémon have higher species strength Pokémon than non Legendary Pokémon since you can only obtain one per save file, and any repeats are time exclusive events that are expired. You can catch as many Mareep or Flaaffy as possible and raise them up to Level 30.
It is for this reason that early game Pokémon and Pokémon that evolve relatively earl have low species strengths. Ampharos unfortunately falls into that camp.
