I feel Physical attackers get access to stronger moves with good accuracy but then again you can check them with Intimidate and Burn.

Special in paper(don't need to worry about Intimidate, Foul Play, Burn, etc)
Physical in practice(Get better coverage, high BP moves are more accurate, Swords Dance and Dragon Dance are better distributed than their special counterparts)

Depends on the setting or metagame.
If talking about anything goes singles, the strongest Pokémon right out the gate with the least limiting factors are all physical attackers.
Primal groudon
Zacian crowned
Mega Rayquaza
Deoxys Attack
To be fair some of these can be mixed attackers especially deo
Of course there are very strong special attackers as well but they largely have ironclad switchins or checks at least that are very effective
