What are the races of characters from the pokemon games and anime based off of? For example, is Dawn supposed to be Japanese? Or are they just non-racial and their own unique race?

Race is iffy in pokemon. We know that there are classifications made along the lines of language and nationality, but we see no mention of phenotype playing a role in it. Though, the existence of Draconids confirms tribes exist and some psychic type families practice some level of eugenics. Still, language barriers are the closest we've seen to actual racial conflict in game. I think most people are too busy trying to live in a world that has an apocalypse event every 2 years to care.

This. If they're sorted by anything, it's by ethnicity or regionality. It's possible the concept of race was never invented in Pokemon (which makes sense- if Pokemon exist, there's little reason to need justification for chattel slavery when Pokemon will happily work for free)

In terms of real world parallels, first four gens are all Yamato Japanese or Ainu with one or two foreigners (Lt. Surge is probably white, Fantina is from an Anglophone country in the original and likely Kalos in English version, so likely white too).

The Kanto, Johto, Hoenn, Sinnoh regions are based on various parts of Japan.
Unova is based on NYC
Kalos is clearly based on France
Alola is based on Hawaii
Galar is based on the UK

And judging how there's a bigger skin color diversity in the games based on Europe and America, I'm assuming race applies to the inspiration too.

Pokemon used to take place in the real world or at least was based on it mentioning countries like North and South America but now they act like as if they don't exist anymore, I think they got rid of the Lightning American nickname for Lt. Surge in FR/LG or that Switch game.

It's one of those things like how sometimes they imply foreign languages exist, but other times everyone speaks the same language without issue. Sometimes characters have ethnicities, while other times they're just generic anime-looking people and you're not supposed to think too hard about it.

Racism based slavery only become common when the United States was founded, and that was because of the "all men are created equal" clause. History is LITTERED with examples of slavery of the same race. Hell, those slaves were slaves to African owners, and the Irish to the British.
Also, I imagine that they in fact would still have slaves. Easier to train a human butler than a Pokemon one, depending on what Pokemon are in fact available to you.

Nessa isn't even an Indian name. It's the short form of the name Vanessa, which was coined by Jonathan Swift as the pseudonym for his lover Esther Vanhomrigh. I think the Gym Leader's name is most likely meant as a pun on Niseag, the Scottish Gaelic nickname for the Loch Ness monster, also known as Nessie. Are you sure you're not confusing it with the name Neha (from Sanskrit sneha) or the Arabic word Nisa', meaning women (plural)?

The English version also claims Valerie talks noticably different while at the same time NOT having her speak noticably different, it's just a mess. Surge and Fantina both have thick English accents in Japanese, there's no rhyme or reason to why only one of them do in English. But in any case, if they ever reveal which region Fantina is from, it's 100% not going to be Kalos, and I don't think the localizers would be willing to risk actively changing it to Kalos in their translation.

Just to be clear, I'm part of the comment chain that agrees with you guys. However, I want to mention some further ambiguity as I have seen "Nessa" being used in black communities as a nickname for Vanessa as well. The fact that the name seems to occur in so many real world cultures makes it irrelevant with regards to Nessa's "race." The Scottish Gaelic references to Loch Ness are most likely the source of the name.

The concept of race is as old as time. What's new is the broad generalizations like "black" and "white". Some other languages even use the word "race" when talking about dog breeds. Race itself stems from the differences in groups of people. In a world as diverse as pokemon, where every other trainer is a different color, there's no way the concept wouldn't exist.

It's super obvious that most Gen 1 - 4 characters are asian. It only becomes remotely ambiguous around Gen 5 because its based off of New York, which has tons of races. Cheren looks super asian, the protagonist is probably half Asian because the nips seem to love making foreign characters have a little asian blood. And like people keep saying, Mei and Kyohei, are probably Chinese Americans based on their names.

Kalos they're obviously just white.

Grant and Olympia are white? I'm pretty sure they're supposed to be African. Olympia/Gojika was actually quite badass, especially in the anime, and was a big improvement over the blatant mammy that was Lenora. Emma from the Looker sidequest seems like she could be Latina, but since France is still a Mediterranean country I assume she's from the Pokemon equivalent of Languedoc or Provence.
