Pretty high defense and special defense, it'll take a few hits.
Also, not counting Gen 8's shitfest movepool, Toxic is a move that you can use, and learn a wide array of good moves that take advantage of its slightly below average attack and special attack.
In short:Toxic is the best use for Umbreon, followed by whittling the enemy down.

Yes. It would. Because you need to back up your low speed somehow, and toxic is a good way to do so. Double points because Umbreon can get both Protect and Detect, meaning you can stave off the encroaching failure rates.

In anything outside a straightforward trainer battle, you're going to want a mon that can dispatch threats in a reasonable amount of time. Umbreon isn't good for that.

Non-STAB attack on Umbreon's worst stat, with a type many Pokemon are immune to.
Then, an attack that only does decent damage if someone else hits the target.
If Umbreon are natural-born hunters, it's because they can pursue or ambush weak targets well.

How about I don't go near the water? Yeah, she can soak up the environment, but what the fuck is she gonna do with that fat tail on land? She isn't going to flood the arena with enough water to disappear.

One target at a time, and it kills relatively slowly.

Still works pretty well on land. Rain Dance, Haze, and Mist can all ruin visibility. From there, it doesn't take many hits for some woodland creature to be sloshed.

Poison to the eyes will probably permanently blind you, which is the INTENDED use of that sweat. Closing your eyes to a jet of poison moving probably faster than you can react probably won't save you. It could just get underneath your eyelids.

Vaporeon's higher HP does do a fair amount, and you ignore both the better STAB options and the supporting options in Acid Armor and Rain Dance.
That's asssuming it comes down to a 1v1 against Umbreon specifically. In the general case, where Vaporeon has the initiative, it easily bags any game it wants. Water against most, and Ice against Grass/Flying types.
On top of that, Umbreon has no real life utility. Vaporeon can easily turn any backyard into the Nile and carry you through any body of water. What can Umbreon do?
