The director mentioned in an interview that he gave the new characters A Piplup and a Lucario because this was an anniversary movie so they wanted to use some of the most popular non-gen 1 or 7 Pokemon, and that they kinda went "oh yeah shit, these are both from gen 4" afterwards. It was never meant as teasing, they were picked purely for their popularity.

She's not, "Verity" is just a translation of Makoto. Lake Verity is called Shinji-ko in nip. Shinji and makoto are words with very similar meaning, hence why they both ended up translated the same way here.
