With all this talk about Zoroark possibly getting a new form I started to wonder. Why is it that Zoarak is getting a new form but not Lucario? I mean after all, this is a Gen 4 remake. Not a gen 5. So what gives? Why are gen 4 mon not getting any special attention here?

It's not native to Sinnoh though, the only access the player has to Riolu/Lucario in Gen IV is through Riley's Egg.

yea but the whole point of this game is to show Sinnoh some love for its fans. When we got gen 3 remakes all the starters got new megas and many gen 3 mons got new forms. This just makes no sense in my opinion.
