That's what evolutions are for. One of the few mistakes Gen 5 made with all its insanely high evo levels was not making the pre-evos early game mons to compensate.
That way you can still have decent distribution while not completely making it pointless to catch shit in the lategame, do you want to level up Rowlet to the mid 40s or would you rather just catch a Braviary then?

You'll get him early but not because it's a DP remake. Elekid was a dual slot only mon in DP obtainable only after getting the Nat Dex, which FYI can by the earliest be obtained by the 8th gym. In BDSP he'll be an underground hideaway mon.

They won't be available in the overworld, only the underground so expect levels 20-24.
If you want to use a Elekid early try B2W2 since you can catch one before the second gym.
Make sure you pick the correct version though as they are version exclusive with Magby.
