At least it tried to do something different. Every single villain’s plan is “I’m gonna harness the power of a legendary!”, while Ghetsis’ plan was “I’m gonna do the Pokemon equivalent of taking away their guns, THEN harness a legendary!”

Ghetsis nearly succeeded in taking over a region on 2 separate occasions
Giovanni got sad over being beaten 3 times and dissolved his entire criminal operation for some reason and it doesn't even make sense why he's evil in the first place

I like how he had a giant airship with an ice cannon in BW2 and later thought to attack the player directly with Kyurem, and then in USUM how he threatened to kill Lillie with his bare hands to get the player to stand down, no other villain in the series has that kind of madness
