Because it has a great design that is aesthetically pleasing and seamlessly combines its theme into the animal its based on without straying into "literally just a human in a fursuit with a job" territory. It was a nice return to form after Gen 3 started pandering to furries with Blaziken and Swampert, and Gen 4 and 5 both continued this trend.

If /vp/ had a poll I'd imagine that Gardevoir would be higher up given the insufferable coomers on here and Toxtricity would be lower since people here hate job mons.

They are. If the queen of vp poll is accurate the top 3 pokemon would be Gardevoir, Lopunny and Braixen being pretty close in votes.
