The limitation, as stated, is that the bonus two slot mons must have a move that interacts with the environment to be there. So even if you walk around with 8 mons and two of them know say only surf and fly you can never select any more than six to use in a battle at a time. Not knowing what your opponent has, this literally doesn't change the battle mechanics at all and actually just makes it more convenient for the player to not have to go to the PC to change a min or two at a time based on the situation. If you don't play while training up more than six mons then you're shorting yourself anyway. And as for the 'flash gif', it's obvious graphics aren't the same, so the interactions become much more involved than that. So rather than some random mon appearing from nowhere to help, a simple PokeBall animation sending out your mon to do whatever the HM job is with detail isn't even improbable let alone impossible.
It's more you need to rethink what your issues are and actually think about the changes or applications from a dev standpoint rather than your own opinions. I realize I say this while pushing forward my own ideas from my opinions, but I've spent a lot of time balancing the applications between player experience, and gameplay balance. It appeals to original players, and really if You (I mean YOU) think about the ideas I proposed, to new players as well. It respects the game as an adventure RPG at its roots rather than this nu-Pet Pal RPG the game seems to be leaning in.
