This. Pokemon already offended a bunch of religious conservatives when they described pokemon changing form as an evolution instead of metamorphosis and they pissed of minorities when they make jynx's skin black so they weren't taking any risks. Their caution is why Brock was written out of the show until they realized the west didn't care about offending asians at the time

Brock was written out for the reverse: they figured characters who are "identifable" as asians to westerners aren't marketable, so they got rid of him. The decision to remove Brock happened before even the first dub episode of the anime aired in America.
Humorously, the decision to put him back in also happened before the first episode with his replacement ever showed up too.
