FRLG, HGSS, and especially ORAS added content in addition to being a remake as defined by other games. BDSP then is a remake by most standards but not by Pokemon game standards where a "remake" is a bit more. HGSS and ORAS for example, featured remade graphics, redesigned characters, and new postgame content that was exclusive to the remakes.
BDSP looks like it is the first Pokemon Remake that will have none of that and that's not what Pokemon players are used to getting in their remakes.
