Realistically, nothing. Most Pokemon fans are Pokemon fans for life and will buy pretty much every new game just for MORE POKEMON. Nothing short of GameFreak selling a new Pokemon game that literally just opens to Ghetsis yelling "NIGGER NIGGER NIGGER NIGGER NIGGER" before permanently bricking your Switch would get most fans to stop buying.
And the number of fans that would eventually get disgusted and leave is vastly outnumbered by the number of new fans made with each game. One thing that you absolutely need to remember is that there are tons of gamers that have or will grow up (literally if not necessarily figuratively) and will introduce their precious childhood series to their children, who will in turn eat it up and become new fans and blood for the series. Then they might introduce it to friends that haven't played it, which will make more new fans, and then those will grow up, etc. That's just ONE renewable source of new fans for the series, and there are plenty of others.
This all leads up to the quality of the series permanently being doomed. GameFreak has no incentive to actually try when they'll make the money anyway. Worse, they don't even need to do much to defend themselves; the fans will do it for free, and do it like it's their own lives on the line. All they have to do is throw out a few token excuses here and there, like "we couldn't include the Battle Frontier because [checks notes] we thought it would be too hard for the kids". Pokemon is just so much money for so little effort that it would probably cost them more to actually hire competent developers and make the games the best they could than to just do the bare minimum and wave goodbye to maybe a couple hundred disgruntled ex-fans who refuse to buy the new games per generation while welcoming in thousands or millions more. They can just stick to no effort, easy profit by selling the Pokemon name and coombait over and over.

How to save pokemon:
Dump everything they are currently working on
Buy out the Pokemon wilds creator and release the game on switch.
Constantly add dlc each year for a price.
Game freak gets to be rich with low effort, fans get a good game, and normies get to feel retro.

You're forgetting something like 90% of the franchise's income comes from merch and they almost literally own a few cities in Japan.
Pokemon is eternal, much like all the classic Disney IPs, it's at that point where they could release an entire gen that's literally literally unplayable and they'd still do fine.

If any Pokémon "need" to be cut from the roster, it should be those introduced in Gen 1.
Give the newer 'mons some spotlight, instead of shilling the same ones over and over, ad infinitum.

The sick thing is that Gen 2 (of 8) technically counts as a "new" Gen by modern Game Freak standards.
Given the (lack of) attention it gets.

IMO, most of it comes from the fact that people aren't really responsible for shit as much as they used to, everything's either easy, instant, or automatic.
I think it even ties into that same mentality that hits those gacha whales who chuck money at draws because their bills are paid and they don't like saving money long-term, and when they finally get the pulls they wanted, they either move on to pulling for another character, or mindlessly start doing the costume gachas instead.

TL;DR: it's Pokemon. I unironically believe most of its fans are drones who would literally kill themselves and/or other people if TPC shuttered the franchise.
