Are you seriously comparing a stable individual like Giovanni to unstable ones like Lusamine and Ghetsis? Talk about reaching. Lysandre is fairly stable but the ratio of stable to not stable whites in the series' villainy is not in his favor. And Cyrus is on his level just without the altruistic persona. Never mind that Maxie, Archie, and Rose are all perfectly sane since being marginally retarded (okay Rose was definitely beyond that) isn't the same as being mentally unhinged.
