At most in the entire series you need 8 HMs. I'll just talk about gen 4 since this board is too retarded and young to know they were more annoying in gen 2 (still not bad). Strength, Surf, Waterfall, and Rock Climb are all good moves. Rock Smash is okay. I concede that the rest are bad battle moves. Defog and Fly are unnecessary to use but convenient.
There has never been a good reason to have a dedicated HM pokemon.
