They probably just didn't remember how many there were and didn't think about it, just saw that the game involves collecting plates and completely skipped the logical fact that there isn't a Normal plate. Abilities can be in only incidentally like how the megas worked in LGPE. The one part that does make me doubt, which no one else has pointed out, is the fact that the lack of clarity on a regional evolution for Scyther and using Sinnoh as the name implies that the poster saw some material or artwork in a language they don't know, because usually these will have the names nearby, but at the same time they know the exact names of the BDSP abilities? I'm not buying it.
One of the most lucky leaks I've seen though. Definitely passable at a first glance given what we now know.
