Personally, i think all of what you find bad on Rhyperior is what makes it really good to me.
The look makes it look more Rocky, like a giant Earth monster. The boulder-Ankylosaurus tail, The Elbows who are like mountains, the Armor who reminds me of Plate Tectonics. The colors works too.
Personally, i don't find it overdesigned, but even then i think it works. Rhyperior is really an Over-the-top Pokémon. I even say than Rhyhorn and Rhydon are also Over-the-Top. And not in a bad way. That could explain the cannons too, cause Wynaut having Arm-Cannons?
