And seeing as the full-fat games have overworld spawns, the whos HAD to include it (after all, LGPE could). That meant they needed SOME bullshit mechanic to attract outsiders (no different to HGSS's safari zone and the ability to change up ITS spawns over time. Just way less bullshitty, as you don't need to waste a month hoping for it) and what better way than to tie it into the digging minigame and open it up to online interactivity.
