But unless they were particularly powerful, they were more animal than yokai. This is a Pokemon that is in mid-late 1800s Hokkaido, apparently having fled there from the mainland.
Ghost because it is explicitly based on onryo- angry ghosts who are formed when the being they once were died of hunger, exposure, or was unjustly killed. They seek revenge for their unjust death- not necessarily being content with just killing the one responsible, for they have become a being of pure anger. It requires others know they were wronged and bring the perpetrator to justice to dispel, and even that is not always enough.

Onryo aren't seen as evil for wanting to take revenge on others than just the one responsible. Is a tiger evil for wanting to eat a sheep? It is simply the being's nature. If it wasn't explicitly a fox onryo Dark type would be the best fit, but it is, so it can be Normal instead.
