Steel-type Pokemon on average have a higher Speed stat than Rock-type Pokemon. Pokemon with the best defensive typing on average have better Speed than those with the worst defensive typing, all for some ass-backwards reason.

AKA: That Rock-type Pokemon with two double-weaknesses will have to be slow while the Steel-type Pokemon with two immunities and nine resistances will have 138 Speed (and a held item to somehow make it even more OP).
