You're saying this like this is some sort of grand revelation but online Pokemon discourse has more or less always been like this. We can never agree because of the vastness of this community. No matter how many anons on /vp/ say they want the whole dex there will always be some to whom a dex cut is justified. Though many anons would love a second region there will always be those who are fine with just one.
Also you say the switch can't do better than this yet it runs BotW, Skyrim, DBZ Kakarot, DQ11S among other things. If it can handle those games, which are larger and more ambitious, there's no reasion it wouldn't be able to handle something like Legends Arceus.
PLA would be fine, the problem is Game Freak's spaghetti code which is the problem for all of their ridiculously unoptimized games from Gen 6 onwards.
I don't doubt XY could have ran at a stable frame rate with some strategic culling with creative camera angles or dynamic rendering. When you see the amount of techniques Sakurai employs to keep a Smash game running as well as it can it becomes evident how little Game Freak do be it out of a lack of skill and experience or an unwillingness to learn.
The Switch is weaksauce for sure, but there's so much more that can be done in the right hands.
