Perhaps it was too difficult to animate Venusaur moving? I need to look up his notable anime appearance because I can’t think of many.
Maybe Bulbasaur was popular so he was never evolved, similar to Piplup down the line. Everyone loves Ash’s Bulbasaur, he’s like the uncle Iroh of Ash’s boys.
Maybe Charmander proved the most popular after his intro and focus direction was shifted to Charizard?
