The strongest overall are Torchic,Chimchar,Litten and Fennekin.

hidden abilities in starters have a 50% chance of occuring i think, and torchic's hidden ability is speed boost.

Also note that if you don't get speed boost, there's an ability pill hidden on a rock nearby one of the factories you go to before the first gym. You have to get it before you clear the dungeon though
