Purrserker is very specifically branching off from Meowth's "upright cat" design to focus on the "upright" part, it is straight-up not a Persian in the first place. Again, the fan design hews closely to what "Persian" is, mostly messing with fur.
Regional variants are not clones of the original, they are not minor twists, they are genuinely alternative designs. Sure, a circular head is a tad silly, but it's obviously distinct in profile.
