Why does this Pokemon even exist and why is it so rare? It has a 4% encounter rate in Frost Cavern in X and Y, a 5% encounter rate in Twist Mountain in BW2 (1% in BW), and can't be obtained in any other game unless you count the Crown Tundra, which requires the Sword and Shield Expansion Pass that many people didn't buy. It has 95 Sp. Atk and 105 Speed, so it's not horrible, but it's nothing special either. Is this a good candidate for the most forgettable Pokemon?
