Anyways, no I don't think generals spending more time in school was a part of it. Primarily it was the isolationist attitude of Japan. You can ask why that attitude existed, and I think that would be weather. Japan has seasonally extremely severe weather at sea, so extended campaigns abroad would get cut off every year. You can't colonize foreign lands if you have a barrier of a typhoon between you and your colonies every year. So if you can't expand, the only option is to build yourself up at home, leading to an isolationist ideology. The same reason Japan didn't expand and conquer is the reason they weren't conquered in return, go figure.
