Lucario got popular as the original before they started making regional shillmon copies. Then Zoroark, Greninja, and Incineroar were all treated very similarly, but Greninja fans are the only ones to keep coping after their generation ended.

I'm guessing it's because it wasn't created to be a mascot, unlike Pikachu. Even Eevee has its own gimmick that represents evolution as a whole, a key mechanic in the games. Charizard, on the other hand, is just a generic dragon and was only one of three Kanto starters, yet it gets more favoritism than the other two. Charizard was promoted to the status of tertiary mascot simply because GF saw that it was more popular than all other Pokemon and wanted to cash in on it.

Based on that chart Charizard is second in Singapore, Malaysia, Taiwan. Thailand, and Vietnam and third in Hong Kong. So he's still quite popular in much of Asia. The favorite Pokemon lists for the Phillippines and India are really bland, but at least they have a few unexpected Pokemon sprinkled in there like Chikorita, Ditto, and Amoongus. The entire list for Indonesia is just popular shillmons.
