It is the rarest type. Only about 5.6% of all Pokemon are Ice type.

In Gen 1, no Ice types could evolve. There were no pure Ice types until Gen 3. We're 8 generations in and there's only about enough Ice types to fill a third of the first Pokedex. Compare that to Water, the most abundant type, which makes up about 16% of all Pokemon. More than 10% of all Ice types are also Water types.
