I mean what else would they give Lance, they only introduced one new Dragon-Type in Gen II and since Johto couldn't repeat Kanto's Gym types there was going to be a Dragon-Type Gym Leader, the only solution that could work is having Lance not be the Champion and have it be someone else instead.
