The whole point of Truant is that it's supposed to hold back Slaking, who is immensely powerful. It's a gimmick, which may be bad competitively, but can still be appreciated.

Slaking wouldn't even be good in the current meta if you took away Truant, unless you also gave it a really good Ability as the replacement.

Skill swap would also add an uncertainity to battles. Is the opponent is going to skill swap or bait out an attack?

Truant forces the user to protect on the turn rather than rest, this wouldn't require protect in the movepool and still takes effect if the user is frozen or asleep.

Heal a bit when it's slacking off, and allow this to stack with the healing from leftovers. And make the Pokemon it's on good enough that they're still alright after being nerfed by truant.
