the actual answer to the question of :water types no one used" are Omastar, Kabutops, and Dewgong since they appear so late in the game and by then you already need to have had something that can surf you to Cinnabar and/or the Seafoam Islands

Rodmons in general get ignored because by the time you get a rod that can catch something that's not a Magikarp and rarely a tentacool you've already got a watermon because the worthwhile rods are way past the point of when you'd need a surfmon.

Safe to say, I never naturally encountered one until I went to do post-game dex cleanup. A shame, because I think Dragalge looks pretty cool and it has unique typing for a non-legendary.
