They're not very transparent about things to begin with so it wouldn't have gone over any worse and might have even prevented a good chunk of the backlash if they just left it at "this is how it is now because the number of pokemon is creating a quality assurance nightmare" without specifying.
In fact if swsh was already such a half-baked mess why not just have the whole dex and let the jank animations stay jank there? No one would've cared that it was all the same shit we've had and the dexiters wouldn't be screeching meanwhile the time spent on the minimal graphical improvements we did get could've been spent making pla even nicer. Being a more experimental game like lgpe nobody would care about the limited dex but it'd look even better and get people hyped for the potential of the next games. Then come gen 9 they could point to that as proof reducing the number of available pokemon means the ones that are available will be more lifelike to quell some of the uproar. Home could still be the main storage system for gen 8 with the gts and everything, just add simple minigames like amie had with small rewards to be sent back to main games like rare berries or the apricorn balls, after having used it for a while and having something to do with mons stored there people would be more accepting of it. THEN announcing that moving forward with no national dex as the norm would be less of a pain point, almost a non-issue if they updated home with a simple battle system designed to keep all your pokemon usable AND the new games with less pokemon still worthwhile - basic singles/doubles with no custom rule sets, no animations just static images and text, and no ranked or rewards of any kind just fun casual matches online or against the ai.
